Organisation of Islamic Cooperation (OIC)

As the second-largest intergovernmental organization, the OIC serves as the collective voice of the Ummah. The Organization was established upon a decision of the historical summit which took place in Rabat, Kingdom of Morocco on 12th Rajab 1389 Hijra (25 September 1969) following the criminal arson of Al-Aqsa Mosque in occupied Al-Quds Al-Sharif.

Representing 57 member states across four continents, its primary mandate is to safeguard and protect the interests of the Ummah in the spirit of promoting international peace and harmony. The OIC fosters unity by preserving the shared social and economic values of Islamic nations, ensuring that our profound historical ties translate into enduring diplomatic and institutional solidarity.

The Standing Committee for Economic and Commercial Cooperation of the Organization of the Islamic Cooperation (COMCEC)

The Standing Committee for Economic and Commercial Cooperation of the Organization of the Islamic Cooperation (COMCEC) was established by the 3rd Islamic Summit Conference held in Mecca/Taif in 1981 and became operational in 1984. COMCEC acts as the essential multilateral platform to enhance economic and commercial cooperation across the member states and provide solutions to the common development problems of the Islamic Ummah.

OIC Exchanges Forum (OICEF)

The OIC Exchanges Forum (OICEF) is the dedicated platform for cooperation among capital market infrastructure institutions across the member states of the Organisation of Islamic Cooperation (OIC). Established in 2005 pursuant to the resolutions of the 20th Session of the Standing Committee for Economic and Commercial Cooperation of the Organization of Islamic Cooperation (COMCEC) in 2004, the Forum advances the development of resilient and integrated OIC capital markets through collaboration, research, capacity building, and advocacy.

With Borsa Istanbul serving as its Permanent Secretariat, OICEF promotes institutional cooperation by harmonizing market practices, facilitating knowledge exchange, and developing joint initiatives. Through research, innovation, and the promotion of Shariah-compliant investment instruments, the Forum supports the growth of member exchanges while providing a platform for strategic dialogue, networking, and the exchange of ideas.

Serving as the institutional bridge between the strategic objectives of COMCEC and the operational priorities of member exchanges and post-trade institutions, OICEF strengthens cooperation and facilitates effective communication across the Islamic capital markets. By encouraging continuous dialogue, sharing institutional expertise, and advancing technical capacity-building, the Forum enables exchange of best practices, technological advancements, and regulatory experience.

Beyond dialogue, OICEF is committed to strengthening institutional cooperation and establishing standardized frameworks among member states. The Forum supports cross-border investment, enhances market liquidity, and promotes collaborative market initiatives. To this end, OICEF launched S&P OIC/COMCEC 50 Shariah Index in 2012, providing investors with a Shariah-compliant benchmark. In 2019, the S&P/OIC COMCEC Shariah International Fund has been established and became available for trading on TEFAS (the electronic Fund Trading Platform of Türkiye) in 2022. 

Building on this commitment to collaboration, the Organization of Islamic Cooperation (OIC) Gold Exchange Project was initiated in order to facilitate gold trading among OIC member states—following the proposal of H.E. Recep Tayyip Erdoğan, President of the Republic of Türkiye, during the 30th COMCEC Ministerial Session in 2014. The project evaluates the international implementation of the BiGA (One Gram Gold), a blockchain-based digital gold transfer infrastructure developed by the Borsa İstanbul Group. Under the coordination of the COMCEC Secretariat and following consultations with interested exchanges and central banks of the member states such as Azerbaijan, Pakistan, Indonesia, Malaysia, Kazakhstan (AIX), and Uzbekistan (UZEX), it was decided to establish an international working group based on a formal written protocol between parties in order to conduct feasibility studies. Through this strategic initiative, the OICEF aims to further cooperation by establishing a secure, standardized and integrated platform for gold trading among member states.
